It should be made a different colour to stand out more :D
On a more serious note, there are a lot of stickied threads, that could probably potentially be combined (for example in this board, Official Rules thread and this one, Server list and server host list and maybe the dedicated server hosting guide, but I imagine that would be a lot of work for the moderators :(), too many stickied threads just ruins the meaning of a sticky.
