The list is for the most part fine but there are some things that are incorrect/should be added.

West Virginia should be added as a Union state.
Although not a state D.C. raised a couple full sized regiments for the Union.

For States with CSA Units Delaware should be removed with Kentucky and Missouri added instead.
Even though Delaware was a border state with some CSA sympathizers it was not able to raise any significant force to fight for it. The few  Delaware men who fought for the CSA fought in Maryland and Virginia units.

Shit, you're right. How'd I forget about Missouri's CSA forces. I do know however that Delaware had a few CSA regiments, I think 1 or 2. Also if I remember right the DC forces were part of the regular army, so that's why I didn't put the District on there.
