There is certainly going to be some strong anti-camping rules, Might have to be a two-minute camping rule.  I don't think EIC rules were set up to deal with such camping.

The main issue with the EIC rule is that it prevents camping to a certain extent but eventually, it is up to the leader(s) of the regiment not camping to make the best of the given opportunity while both regiments are forced to engage the fight at close range.

We have decided that the camp timer will be at 5 minutes for Season 3. We feel as though this is the best for both sides of the argument. After 5 minutes both regiments are forced to close the distance and engage in short-mid range shooting/melee. If a leader allows the opposite regiment to run away and re camp a hill afterwards, then that's his own mistake.

I understand the idea behind the rule as it clearly goes along the line of 'The rule gives you a chance to catch your opponent, if you let him run away, that's too bad for you'. Theoretically, it may seem like a good middle ground to avoid camping but allow for strategical positioning and manoeuvering, however, depending on the map and/or referee, it is just way too simple to abuse and experienced leaders will know how to play around it, therefore abusing camping as a whole.

In the NWGL (Morraine's NA 1v1 tournament), there was a rule which I believe can be summed up as 'After the camp timer has been exceeded, you have to close the engagement / re position yourself and may not camp a hill you have previously been occupying in that round'. While the rule itself still allows for many loopholes, it could be an addition to that specific ruleset, in order to make sure you avoid as many abuse as possible.

Though at the end of the day, the regiments willing to play in a cancerous way in order to win will always find a way to be frustrating to play against. You may limit their course of actions though I find it really hard to completely prevent them from playing that way.
