Planned economy can be a bitch to manage yourself, and requires a whoooole lot of work for huge nations, like the UK. I perfer my laissez faire in large nations, as they also have access to a larger pool of capitalists, and thus have much better chances for starting new factories. Plus, factory outpu bonus.
Best government and ecconomy system really depends on how you want to play your game. I perfer HM socialist government, lots of immigrants and easy to pull through any kind of reform, ability to choose ruling party and it also allows you to build and expand factories along with your capitalists.
For conquest games, reactionary and fascist parties, of course. I have yet to play as a fascist dictatorship, though.
Liberal government can also be lovely. If you have a large country, or just a lot of capitalists you can get some pretty decent factories going. Problem with liberal government is that it is often anti military, and laissez faire or interventionalistic. Which can lead to slow factory development.
