France never asked the US to "condemn" anything, that's not their business. They can present their condolences to the members of the families though. But France won't whine like a little girl because 12 out of 66 million died.

Do they have to ask? It shouldn't matter the number of people that died... People died, that should be enough. And since terrorism is a global threat I believe that it is the business of every major country.
