Slutters problem

Hello, i have a problem with game i can play with no slutters for like 1 minute but right after they start appearing so it's really annoying. (It's only with warband i can play The Witcher 3 on Ultra with 60fps consistently no slutters)

What i have tried :

- Unistall the game
- Changing my power plan
- Changing my Ethernet Card Driver
- Unplug my Ethernet Card driver and replug it
