Doesn't work that way in FM. The save I am in is in 2020 anyhow, so I doubt anything that happened in real life around now has any bearing on who gets promoted in 2020 in game.

If im correct they have playoffs in there in which lower teams participate aswell. Not sure tho, might be some kind of bug aswell.
