First of all people need to understand that only Denmark, Norway and Sweden are a part of Scandinavia, while these three along with Finland and Iceland are a part of the "Nordic" countries. Either way Denmark and Norway as I've said before got little in common with Finland linguistically and historically/culturally.
If Finland does struggle to field a team then maybe Sweden-Finland is a possibility considering Finland was in union with Sweden and many Finnish people were actually taught Swedish in school and even still do I believe. If not they at least know a few words and have a more common history and culture with the Swedes than any other Scandinavian country.
But if you're going to put Finland-Norway together then it would be just for the sake of numbers than actual historical/cultural common ground between the nations for a coalition.
