Oh wait, no. I am not.

If you can't run the game get a better PC. If you can't even run Warband, then something is wrong. 300$ Laptops are not made for gaming, they are made for browsing the internet.
If you only have 300$ to spend, then at least buy a desktop PC, so you get some more performance out of it. But even then you can maybe play games from 2007...

Besides, we haven't even said anything about System requirements yet... They will be rather low, but don't expect any great graphics or super awesome FPS. It will most likely work fine on a 400$ PC, but as I said, don't expect anything too great.

My old computer can run NW with 200 players on lowest settings and keep 30 fps

there is an option in the launcher or you could use another software like fraps

I can run it 'Very High' with HDR off at 60 FPS. Which is good, because the human eye can't notice anything faster than 60 FPS.
