Title: ~ key doesn't work anymore

I just recognised a quite annoying problem: I can't look around me with the ~ key.
It just doesn't work and I have already reinstalled, verified the game and tried to use a different keyboard.
If I try to bind the ~ for anything in the controls it says: unknown.

Is someone out there who could help me?

Have you tried buying a new computer?
