Title: Odd "FPS" issue

My problem is pretty weird, my FPS will be over 60+ frames yet it will feel like it is 20ish frames and overall feel sluggish however im not microstuttering and turning it to directx 7 did not fix it. It's weird though because it happened overnight. I verifed game cache too and uninstalled the mod i was using, not sure what else to do.

nvm, fixed it by just going into nvidia control panel and lowering some nvidia settings
