Can't say I've ever seen many people who's native languages are from Asia/Pacific, you're the first I've come across.

Even the larger communities like the Swedes barely use their own forum.

Because they know English so well.
The Chinese have all banded together on their own (rather large) forum, so that is why you don't see a language board for them for instance.

I would say no because the sub-forums in place are rarely used and what percentage of the Community speak Japanese?
