After I upgraded to the new AMD GPU, it still runs just fine.

I feel like the game was developed with multiplayer in mind a little too much. Nothing that can't be patched though.

Yeah I thought that with their earlier titles. From what I gather there are strict laws in Germany (and Russia I think along with a few other countries) about the display of it. I seem to remember there is an exception if it is considered art and is depicting that era so films are fine but games are not considered art or something like that.
