Napoleon wasn't average, I think he was 2 cm or so above average actually. I think people from Britain etc. thought he was short was because when he stood by his 1.85 m tall Grenadiers and as said above, British and French metres wasn't exactly the same. Im not totally sure about this.

Also I agree on the fact that the russian militia has so many stupid weapons so why not? They want realism, then I presume you should add it? And there are always ''class limits'' i'd say putt them back!!! :D

The problems of having different systems certainly created the myth, and the use of tall bodyguards might have added to it, but the biggest contributer is British propaganda. Type in 'Napoleon British cartoon' in google and I'm sure you'll find plently of examples.
