Increased scroll speed for spectator mode & jump-to-next-human in Commander mode

It's difficult to watch the game as a whole in Commander Battle as it takes so long to get up to a good vantage point and move across the map.

Additionally, clicking to jump to the next unit moves between bots at random. A key to jump between humans would be great as you'd be able to quickly jump between each regiment in the battle.

When you are in spectator mode you can hold Ctrl-tab and scroll up to increase movement speed.
