Because it has been locked before once and FSE opened it again. Also we have done past edits, to have said edits returned to how they were. They just keep it open so they don't have their forums flooded by 200 random threads that randomly get posted on once in a while.

I don't think bumping their thread on occasion will help advertise their server. In fact i would say the opposite is true because then people can see comments like this,
