Teleporting around (same problem as frittentime)

I'm having the same problem as Frittentime. I'm teleporting around but I have 15-20 ping and above 200 fps
PC Specs:
I5 7400
8gb of RAM
GTX 1050 3gb
256gb SSD

To me that sounds like a server network quality issue. I could be wrong though.
