I think it's using modules that have more usable flags to create their characters, then porting them into NW to use the "unlocked" banners. I agree, lot of awesome ones that can't even be used. I have no idea why not...

It's very simple to get them, normally just overwrite that banner that you want with another one. The only reason I know how to get them unlocked.

This is serverside and is one of the default ones because everyone can see it.

One way to get it is to pick a banner which doesn't exist in NW from a different module. (I think)
