i7 Core, 8 MB memory, Nvidia GForce (Something with numbers), and a Samsung monitor 27 inches, if you will have enough.
The Dankest of Memes, start in the simplest of words. Wombo combo.

For $650, I recommend buying a whole system, forget building it... This one is surprisingly good.

no.

You have to go with an AMD build.

You will always be able to build your own better PC for the price of buying a pre-built. You're paying for the work that went into assembling the parts which you can do yourself.

And, if you do one thing wrong while building your own pc, it can cause a serious issue. Often times, when you don't know exactly what you're doing, it's better off to buy a pre-built. That way, you know they are made right. I've built my own PC's, but I knew what I was doing. My friend tried it, and ended up fucking up, I had to fix it.

Would it be better to buy a whole new computer or a really good graphics card?

Well, that depends. If your current system is good, and simply needs an updated GPU, then simply buy the new GPU, I would suggest AMD. I use NVidia currently, but I built this PC a long time ago, and it's what I preferred at the time. If you whole system is older, there's a good chance most current GPU's won't work with your motherboard, and the power supply won't be enough for the GPU processing. In that case, buy a whole new system. I link twice in this thread to a very good computer within your price range. I suggest checking it out.  ;)

Lol, not at all. If you want to solve internet problems, purchase higher bandwith, or change your service provider to a more local one.  :-\

If you have an old CPU it will bottleneck your new good GPU(Graphics-card) rendering it useless so if you're pc's old buy a new computer (I would personally build one myself as you can save a couple hundred quid). However if your pc's quite new I would just buy a new graphics card.

if you want to run Rome 2 on Ultra I would recommend at least the Ati 7850.
