If you're hosting locally you need to have admin access to your router to be able to create a rule to open certain ports through the firewall and the same on the server.

i want to host one on my pc for events
and i cant klick on that link it always puts me into yahoo errors for some reason ;(

If you are going to host it on your own PC, don't expect to be able to do anything on the internet because the number of people connecting to your computer will make your internet very slow. It would be a much better choice to rent/buy a server from someone.
