Quite an interesting thread i must say. Personally think i'm the only one who would probably put the 91st above Nr24, some may call it bias. The 91st in it's prime i believe was better skilled than many regiments out there. Of course there could be arguments such as why was the 91st nearly beat by the KKA, but in my head the 91st wasn't as strong as it was previously. If we look at all regiments in their prime i believe the 91st would win hands down. As for the last two options i would add 75e and then 3rdFG. In all honesty though it is probably impossible to come up with an actual list simply because most of the regiments contained the same members at point or another such as the Evan, Vorlen, Legend, Fungus etc all being in both the 91st and Nr24.

Both for their consistency, and their long term "domination". In my opinion, 91st deserve the 1st place anyway. 

3, 4 - Nr24 and 75e

You know why about the Nr24. 75e, KraZ gave the reasons, not because I was in but mainly thanks to the 1v1 results and the members who were in.
I put them together, as they both regrouped known and good players from their community (Sven, Evan, Lame / ClaSh, Bessières, Specimen) and went to the top.

5 - 84e

For what they've been in the past.

6, 7 - 14e and 17e

I see them almost as equals.

8 - 8Lr

9 - 77y

10 - KK-A, or 3rdFG
