Skill-wise i'm 90% sure it's EU. I've played on both for ages and the average level of skill, as well as the top level just seems to be lower on NA (there are a few exceptions to this). Which community is larger, more fun or friendly I'm not sure as it's harder to be part of a NA community when you're barely on at that time. Ironically the best NA player I ever fought was Jackie (on both EU and NA), and he was originally an EU player.

NA has good player for sure but at my opinion EU stay better.
I played on NA_public_duel with 115 ping (i have 10 ping usually) i can still get 71% victory for 113 duel : https://image.noelshack.com/fichiers/2015/34/1439886779-2015-08-16-00006.jpg
The funny thing is the NA community is much active and competitive than eu,i saw so many 1v1/2v2 Tournament,or Duel league,
at this rythm,na will get a lot of great players....maybe that the balance will change.

It is true that EU has like 1.8 times the amount of people than NA (including canada ofc), still in my opinion EU has a higher average melee level.
