Port won't open?

I've formed a server but the thing is, the steam port won't open (7241). The other port for  M&B (7240) open's but it only allows the server to host over LAN as I need the steam port to work for it to work over internet. I need help solving this as anything I can come up with to solve doesn't seem to work.
