Blaming the effects of economic limitations and boundaries and targeted social strife against a person because of their background on that person's skin color or culture (either personal or hereditary), and treating them as a lesser human being, or even as far as a counter to society, as a result of their misfortunes or imprinted distrusts in others is both ethically wrong, and wrong in terms of your own place in society--nationally, globally, or otherwise--alongside them.
In other words, don't be racist.
