Nationstates is a completely free-to-play browser game created Max Barry, author of a few decent books including Lexicon. It puts the player in the place of a government office, which is way too broad to even say. Design and rule your nation through passing legislation every day in order to shape the socio-economic build and political power that you possess over your nation. Go to 'war' with other nations; a system that lets you compare your nations with others and gain points for doing so, while bringing no negative effects to either nation, allowing for an easy-to-progress environment for players. Activity isn't that demanding, as you can set how many issues (situations that require legislation reform, or not) you would like to receive and whether you want them on week days, weekend days, or both, with a maximum of two every single day. With special events, like a yearly zombie apocalypse (happy Halloween!), Nationstates tries to keep itself interesting to spice up your visits.

With all the BoP's on the forum at least a couple of people would have some interest in it. If anything, it allows someone to experiment with "what if" scenarios by playing around with variables. For a little while into the game, options seem pretty limited, but as you grow things start to change, issues become more interesting, and you have more of a reason to visit the world's forum; because you're big and scary.
