I'm not very good with skins but is this something you're looking for? I could do the officer and the ranker, maybe change a few things with the officer to try and reflect the picture better then the 33rd vanilla does.

The problem with the 28th skin, and the reason for putting it as Foot Guards, was mainly the hat. Officers of 33rd share models with the ranker, not allowing me to give the officer their plume, as opposed to the ranker hackle.

I made a port for Marks a few months ago. I assume it still works, although you should check first.

If the only difference is plume, then it can be added as part of jacket. It's too high to be visible in first person view, so there shouldn't be any problems with it
